Welcome, to the Promise Inn!

CAPECO's Unique Local Emergency Homeless Shelter

HISTORY OF THE PROMISE INN
CAPECO's homeless shelter, Promise Inn, was purchased through Oregon Community Foundation Funding for the Project Turn Key Program. CAPECO was the second Project Turn Key endeavor in the state of Oregon and the first on this side (east) of the state. Promise Inn opened in April, 2021, and began the process of remodeling the facility soon after, to improve accommodations. 
ACCOMMODATIONS
The Promise Inn now offers a total of 34 rooms, with a total of 37 beds. However, Promise Inn does not limit each room to single occupancy. ​In fact, the facility often hosts a family, in which case, the rooms hold more than one person. ​Family rooms feature queen-size beds and can accommodate additional sleeping arrangements if needed - including rollaway beds, pack-n-plays for kids, etc. Furnished rooms with bed/bedding, TV, fridge, storage cube, chair, side table, etc., in a non-congregate setting, are provided - along with a laundry facility on the premises and a fridge with snacks in the lobby (when available).

BASIC FACTS/GUEST STAY PROCESS
Potential Promise Inn guests may secure a room by first completing the local Coordinated Entry and Vulnerability Assessment at CAPECO. The assessment can be done on a walk-in basis and takes approximately a half to one hour to complete. Upon qualification, applicants are placed on a need-level-based guest list and are called and notified when a room becomes available at the Promise Inn. Once admitted to the shelter, guests are offered the opportunity to participate in a personal, one-on-one case-management program aimed at providing guidance and tools to live more productive, self-sufficient lives. If they choose to engage in the program and comply successfully, guests may stay at the Promise Inn for up to 90 days at a time. If they choose not to participate in the program, they may stay for a limited 3-night respite stay period. 
PROMISE INN GUEST RULES & GUIDELINES*
​Promise Inn is a night-stay facility only. Guests must stay in their assigned rooms each night, and leave the shelter premises during the daytime, to attend meetings & classes, look for jobs, work, conduct personal business, etc. Check-out time each day is at 9 am and check-in time starts at 5 pm. Night curfew time is at 10 pm sharp. Sundays are stay-in days, at which time guests may stay in their rooms on the premises. Guests will keep their same room for the duration of their stay and are able to leave items in their rooms during the day, but are not allowed daytime access to the rooms/belongings.

ADDITIONAL HOMELESS SERVICES PROVIDED
In addition to program guest and respite stays, Promise Inn offers and provides the following important services:
  • ​One-on-One Personal Onsite Case Management with Goals and Development Monitoring
  • Rent Well Classes - Renter Education provided by Housing Stability Team at CAPECO (open to all)
  • Financial Management Education - Classes focused on budgeting and money management - presented in conjunction with Banner Bank (designed for Promise Inn guests) 
  • Local External Referrals (non-CAPECO resources) for Additional Assistance, including counseling, local food resources, medical care, child care, continuing education, employment readiness, addiction recovery, future permanent housing options, and more
