The Enterprise Component is responsible for the development and acquisition of funding of various housing projects and alternatives for low-income and farm-worker populations in this region. Shelter is one of the basic necessities of life and there is no substitute for it. CAPECO has demonstrated that quality affordable housing has a positive impact on communities especially when public and private sector work together to nurture our neighborhoods. CAPECO is a leader in non-profit housing development in Morrow and Umatilla Counties. Since its origination, CAPECO has participated in the development of several housing projects throughout our service area. The newest project is the addition of Applewood Village, which includes 30 townhouse style units located in Hermiston, within walking distance to shopping, schools and a major hospital. In Boardman, our Morrow Estates complex houses 40 low income families in duplex style housing. This project offers residents a club house, playground, and is located near the Columbia River. In Pendleton, the Terwilliger Plaza serves 20 low-income, senior and developmentally disabled residents. The addition of these units offer affordable, safe and secure living to individuals who have limited option in choosing housing. For our farm labor population, Irrigon offers 8 families affordable living with the Irrigon Farm Worker project. Without this community development many local residents would not be afforded the opportunity to enjoy a safe and healthy life for their family and children. CAPECO's vision is to continue constructing new housing opportunities through our Enterprise Development department to allow the opportunity for residents without proper housing conditions secure reliable living quarters.
