About Us

In accordance with CAPECO’s By-Laws, updated and signed in October 1987 the area served by CAPECO shall be the counties of Umatilla, Morrow, Gilliam, and Wheeler.

In serving low-income and disadvantaged populations for over twenty years, CAPECO has created and maintained many partnerships with the communities including social service agencies, government, private businesses and financial institutions. The organization itself is comprised of four major departments. Each department is responsible for their unique delivery of services within the organization and they are Community Services and Energy, Enterprise Development, Area Agency on Aging and Workforce Development.
